“The leads are bad” can describe several different failures. The person may be outside the service area, unable to afford the engagement, surprised by the offer or simply unreachable after several days. Each explanation calls for a different response.
Before changing a campaign, build a small, structured review of recent enquiries. Use only information the team is authorised to process, and keep unnecessary personal details out of the analysis.

Replace opinions with reason codes
Define a qualified enquiry in plain language. For an illustrative B2B service, that might require a relevant business need, a supported market and a plausible project timeframe. Avoid using demographic assumptions as a shortcut for commercial fit.
Create a short list of disqualification reasons: duplicate, spam, wrong service, outside coverage, no current project, price mismatch or unable to contact. Allow an “unknown” status. If the team cannot explain why an enquiry failed, it should not confidently attribute the failure to targeting.
Compare the advertisement with the actual offer
Read the ad as someone who has never heard of the company. Does “free review” sound like a complete service when it is actually an introductory conversation? Does a price refer to a narrow starting package while the imagery implies a much larger engagement?
Clarify the commitment before the form. Better alignment may reduce raw lead volume while improving the relevance of conversations. That trade-off should be evaluated against the business goal, not treated automatically as a campaign failure.
Use forms to resolve meaningful uncertainty
Add a question only when the answer changes routing or the next conversation. “Which service are you considering?” can help assign an enquiry. Requiring a detailed company history on a phone may simply discourage a busy, suitable buyer.
Explain unfamiliar questions and provide sensible answer choices. If budget is important, avoid forcing people to choose an invented precision. A range, an “unsure” option or a later discovery discussion may be more appropriate for a complex service.
Audit response handling
Record when the enquiry arrived, when the first appropriate response happened and whether the promised next step was delivered. Check for notification failures, missed time zones and inconsistent ownership. Do not assume that a form submission was received by the sales team because the website showed a success message.
Review a sample of follow-up messages. A relevant enquiry can disappear when the reply is confusing, overly aggressive or unrelated to the original request. The marketing and sales teams should agree what the first response needs to accomplish.
Run a focused improvement cycle
Choose the largest supported issue, make one coherent change and define what will be reviewed. If geographic mismatch dominates, fix that path. If the offer creates the wrong expectation, revise the ad and page together. If contact handling is inconsistent, address it before buying more traffic.
Track qualified conversations and subsequent outcomes alongside cost per lead. Preserve the time needed for sales to develop. Lead quality is not one platform metric; it is the result of how the business attracts, explains, receives and responds.
